Narendra Modi was given the protocal of a rank of Cabinet Minister during his recent tour to Japan. The Cabinet Minister is treated as senior to Chief Minister of a state. Despite all, the 2002 Gujarat riots still haunts the Chief Minister. So far Modi has been exonerated, by most courts, of any involvement in riots.
